    This is not really true as either party can use it and I don't think it
    applied here. In this case, JD Vance ultimately cast the deciding vote, breaking a tie.

    If Republicans had a bigger majority then Democrats wouldn't be able to use it. But what I was telling Joseph is that Republicans do not have full control of the senate and that he is mistaken.
