Can Zelenskyy threaten Moscow?

From Russia and many other countries, there's been a very angry reaction to the fact that Zelenskyy indicated that world leaders might be better off not traveling to Moscow, because Russia is at war and a huge parade is a legitimate war target.

Many people are now expressing outrage about this, while Russia attacks Ukrainian cities daily.

Why is Russia allowed to do that, but so many people bristle if Ukraine now also potentially deliberately chooses a certain Russian city as a target?

Apparently, double standards.

Would it be smart for Ukraine to actually fully attack the parade?

No. After all, that would feel like a Pearl Harbor to the Russians. But trolling the Russians, by sending empty drones, so that the air raid siren goes off and the parade is disrupted. That seems like a good goal in itself. It will then become clear to the world that Russia is at war and apparently unable to properly protect its capital. For a country that considers itself a world power, that's a disgrace.

That Russia attacks Kyiv almost daily, the world allows Russia to do that... but the other way around... That's a sensitive issue.
